Since the end of World War II, America has been the guardian of the Western system, and Europe in particular. No longer so, by its own decision. America, which used to assist poor allied nations and the poor in general, now sees Europe as incapable of protecting itself, despite the fact that the United Kingdom and France are nuclear powers.
