USA and Ukraine Discuss Peace Guarantees with Russia and Post-Conflict Recovery

Ukraine and the United States addressed security guarantees for Kyiv within a peace plan with Russia spearheaded by Washington, as well as the European country's post-conflict economic recovery, with an emphasis on defining timelines and the sequence of next steps in negotiations. U.S. Special Envoy Steve Witkoff recounted on Sunday in X the 'productive and constructive' meetings of the past three days with his Ukrainian counterparts, which were attended by European allies 'to coordinate a common strategic approach between Ukraine, the United States, and Europe.' 'A separate constructive meeting was also held in a U.S.–Ukraine format, during which four key documents were addressed: the further development of a 20-point plan, aligning positions on a U.S. security guarantee framework for Ukraine, and the future development of an economic and prosperity plan,' he added. According to the envoy of U.S. President Donald Trump, the discussions 'paid special attention to the discussion of timelines and the sequence of the next steps to be taken.' Witkoff and Trump's son-in-law, Jared Kushner, met over the weekend in Miami with Ukraine's Secretary of the National Security and Defense Council, Rustem Umerov, and the head of the Ukrainian General Staff, Andriy Hnatov. In parallel, Washington representatives maintained separate contacts with the Kremlin's envoy, Kirill Dmitriev, who assured on Saturday that the dialogue with the U.S. was proceeding 'constructively' and would last until today, Sunday. In his X post, Witkoff emphasized that Ukraine remains committed to achieving a 'just and sustainable peace' and that 'the common priority is to stop the violence, ensure security, and create the conditions for Ukraine's long-term recovery, stability, and prosperity.' 'Peace must not be just the cessation of hostilities, but also a solid foundation for a stable future,' the envoy insisted, who did not mention his meetings with Dmitriev in his post. The U.S. representative noted that Kyiv 'greatly values the leadership and support of the United States, as well as close coordination with its partners in the next stages of this important work.'
