Heavy rains have caused floods that have hit most of the northwestern region of North America, bordering the Pacific Ocean, leading to the closure of dozens of roads and the evacuation of tens of thousands of people. The heavy rains began earlier in the week when an atmospheric river, as named by meteorologists, hit the region.
