This decision marks another legal setback for Trump's efforts to deploy military forces in Democratic strongholds, which he claimed, without evidence, were suffering from a lack of security. Last June, Los Angeles became the first city to have troops deployed on its streets. Trump bypassed local democratic authorities by ordering 4,000 National Guard reservists to be deployed in the state to quell protests against raids targeting immigrants.
