It has housed notorious inmates like Joaquín "El Chapo" Guzmán, rapper Sean "Diddy" Combs, and former Honduran President Juan Orlando Hernández. A former British prisoner, Ghislaine Maxwell, accomplice to the late sexual predator Jeffrey Epstein, denounced "inhuman, cruel, and degrading" conditions, comparing her cell to that of the psychopath Hannibal Lecter in 'The Silence of the Lambs.' Another inmate, former Mexican Public Security Secretary Genaro García Luna, stated in a letter to his lawyer that he had witnessed homicides and stabbings. In 2019, the prison sparked protests after a seven-day partial power and heating outage. With temperatures in New York dropping to 15 degrees below zero, many inmates could be seen banging on windows with objects to seek help. The incident led to a class-action lawsuit, resulting in $10 million in compensation for 1,600 inmates who endured the cold and inhumane conditions.
